Governor Babajide Sanwo-Olu welcomes OTL Africa Downstream Energy Week 2025, highlighting Lagos as the hub for innovation, strategic investment, and collaboration in Africa’s energy sector. The event showcases technology, policy reforms, and partnerships shaping sustainable downstream and midstream development.
“For close to two decades, OTL Africa has remained the foremost gathering point for Africa’s downstream and midstream energy leaders. It continues to serve as a hub for innovation, technology showcases, and strategic partnerships. Here in Lagos, we are proud to host this global event, which has consistently chosen our city as its home through most of its editions. This enduring partnership reaffirms Lagos as the energy and logistics heartbeat of sub-Saharan Africa — a center of enterprise, innovation, and forward-looking investment.”
These were the remarks of Governor Babajide Sanwo-Olu during his welcome address at the OTL Africa Downstream Energy Week.
The Governor noted that OTL Africa’s journey has been one of tangible impact and visionary outcomes. Over the years, the platform has helped shape the conversation around downstream development in Africa driving reforms, attracting investment, and catalyzing policies that have transformed the sector. He recalled that the advocacy for downstream deregulation gained significant momentum at this very forum, influencing progressive changes that now encourage competition, innovation, and stronger private sector participation across the continent.

“Through OTL Africa, we have witnessed remarkable milestones. For example, Mainland Oil and Gas recently announced multi-billion-naira investments in CNG and LPG expansion following engagements that began here,” he said.
Governor Sanwo-Olu also applauded Rainoil Limited for sustaining a decade-long partnership with OTL, underscoring its continued commitment to expanding energy access across Africa. He further commended global technology firms such as Dover Fueling Solutions for introducing advanced automation systems and digital innovations through OTL, accelerating modernization in Africa’s downstream logistics and fuel retail sectors.
These developments, the Governor emphasized, underscore the power of collaboration which is the very essence of this year’s theme, “Growth Beyond Boundaries and Competition.” The theme calls for a shared vision where sustainability, innovation, and inclusion redefine Africa’s energy future. It reminds all stakeholders that true progress is achieved not through rivalry but through collective purpose, shared investment, and mutual growth.
Governor Sanwo-Olu noted that Lagos State has fully embraced this vision through the Lagos State Electricity Policyand the Lagos Energy Transition Plan, both designed to expand access to clean energy, deepen private sector participation, and position Lagos as a model of subnational leadership in Africa’s energy transformation.
“As the Chief Host, I reaffirm Lagos State’s unwavering commitment to working with visionary platforms like OTL Africa, which unite regulators, policymakers, investors, and innovators to build a sustainable and prosperous energy future for our continent,” the Governor concluded.
